Overview:

Do you want to be part of a dynamic team focused on sustainable groundwater management? We are seeking an Associate Civil Engineer or Associate Water Resources Specialist to join Valley Water's Groundwater Management Unit.

This is a single position, for which the incumbent would be hired as either an Associate Engineer or an Associate Water Resources Specialist. There are multiple ways a candidate may develop the skills and experience required to be successful in this role. Depending on the background and experience of the selected candidate, the exact classification will be determined at point of hire.

The Associate Engineer (AE) or Associate Water Resources Specialist (AWRS) will support Valley Water's sustainable groundwater management programs with a focus on groundwater monitoring, hydrogeologic database management, and data analysis. The AE/AWRS will plan, direct, and conduct complex professional work to maintain comprehensive groundwater monitoring networks and data, analyze groundwater conditions, and support Valley Water's continued compliance with the Sustainable Groundwater Management Act. They will also review proposed projects, land use changes, regulations, and policies related to groundwater resources. The AE/AWRS will serve as a project leader and will independently perform tasks under the general direction of senior staff. Related responsibilities include providing technical expertise in groundwater monitoring and management, and conducting project planning and management as assigned. Supervision and oversight of the work of other technical staff may be required.

Key Responsibilities include, but are not limited to:

• Plan, direct, and conduct monitoring of groundwater levels, groundwater quality, and surface water. Ensure related monitoring networks are comprehensive and are properly maintained. Support data reporting required by the Sustainable Groundwater Management Act.
• Manage the unit's hydrogeologic database by uploading and correcting data, ensuring consistency in data formatting and validation, and supporting the development of new features as needed. Develop and oversee standard processes and templates, provide user support, and engage with database developers as needed.
• Plan, direct, and conduct hydrogeologic analyses, studies, and investigations using measured data, statistics, or other methods to support regular reporting on groundwater conditions. Prepare and review reports regarding issues like groundwater monitoring and conditions and surface/water groundwater interaction. Support Valley Water's continued compliance with the Sustainable Groundwater Management Act.
• Analyze proposed projects, land use, regulations, and policies related to groundwater. Develop related recommendations to protect groundwater and Valley Water interests.
• Plan, organize, assign, review, and evaluate the work of assigned staff; train staff in work procedures; evaluate employee performance, counsel employees, recommend initial disciplinary action; assist in selection and promotion.

  Ideal Experience:
  
• Associate Engineer- Civil- Four (4) years of professional engineering experience in groundwater management and/or hydrogeology, as well as groundwater monitoring experience.
• Associate Water Resources Specialist- Four (4) years of professional level experience with groundwater management and/or hydrogeology, as well as groundwater monitoring experience.
  Ideal Skills and Abilities:
  
  Associate Engineer or Associate Water Resources Specialist:
  
• Advanced proficiency in the analysis of large groundwater datasets using databases, GIS, and statistics.
• The ability to effectively analyze and clearly present complex technical information to various audiences.
• Strong written and verbal communication skills.
• The ability to evaluate alternatives, problem solve, and make sound recommendations.
• A team-player attitude and ability to build and maintain effective relationships with colleagues, external agencies, and stakeholders.
  Ideal Knowledge:
  
  Associate Engineer or Associate Water Resources Specialist:
  
• Practices of monitoring groundwater and surface water, including related equipment maintenance
• Practices of researching hydrogeological issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.
• Principles and practices of project budgeting, cost estimation, funding, project management, and contract administration.
• English usage, grammar, spelling, vocabulary, and punctuation.
  Ideal Training and Education:
  
  Associate Engineer-Civil
  
  Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).
  
  OR
  
  Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.
  
  Assoc Water Resources Specialist
  
  Graduation from an accredited four-year college or university with major coursework in water resources management, civil or other field of engineering, geology, hydrogeology, hydrology.
  
  Required License or Certificate
  
  
  Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
  
  Registration with the State of California as a Professional Geologist (PG) or Professional Engineer (PE) is preferred.

  Groundwater Management Unit (Position Code 366)
  
  Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
